They look like caddisfly eggs to me. Some species, notably the very common Glyphotaelius pellucidus (which is fairly tolerant of pollutants, heavy silting and organic matter) lay their eggs on overhanging tree leaves, the larvae eventually dropping down into the water. Alder and Hazel seem to be favourites, but I also find them on Yellow Iris, docks and other marginal or bankside vegetation, - Mike Williams
